How can the CDF be allowed to exist?

Professor Werner Jeanrond, Master of St Benet's Hall, Oxford,  launched Gabriel Daly’s excellent new book “The Church: Always in need of reform” at an event organised with the Irish School of Ecumenics in Trinity College Dublin.
Both Werner Jeanrond and Augustinian Provincial John Hennebry confirmed that Gabriel’s book is very much in line with Pope Francis’ ideas for reform!
But the headline quote for me came from - who else? - Gabriel Daly himself asking "how can the CDF be allowed to exist?"

This book should be compulsory reading for all our bishops and for all our seminarians!

An excellent book by Gabriel Daly. His comments on the CDF hit the nail on the head. How can such an institution be allowed to exist?
